Faiba guys are offering up to 6 Mbps for 15k...should I go for it without blinking or are there any known issues?

I'm basically saying that it's up to you, the consultant, to advocate for a higher level of technology.  If they can't afford it, they can't afford it.  However, I'm pretty confident that they can afford it and they're just being penny wise pound foolish.

Money is a funny thing because nobody wants to spend it but when you look at most organizations, they're never spending more than 5% of their budget on stuff like Internet connectivity/computers and ironically, it's one of the line items that most impacts productivity.

I already feel your client is being stingy on spending.
Here is my advise:

If the mail server is not within the office, then run one within. MDaemon has a free version for  6 users. Let Outlook send the mail to the MDaemon instead of outbound. Let MDaemon struggle with the sending.

However, as Adam seems to want to suggest, convince the client that they can do better - good bandwidth, good computers (also make work take less time to complete).
