sounds like a hardware issue maybe on the motherboard but i would also try the live cd as Koskey has suggested.

The moment he plugs in the AC adapter, the mouse and the Trackpad fails.
A reboot is normally the first troubleshooting step which doesn't solve this issue.
When he unplugs the AC adapter the mouse and Trackpad works fine.
