I would recommend requesting a /30 IP assignment and thus 2 Publicly viewable IP addresses. one for the GPON modem and the other to implement the VPN which whichever hardware you see fit (Cisco Router, Ubuntu Server/Zentyal Setup, MikroTik etc)
