There are numerous companies that can register a .org for USD 10
for example

if you google for offers get "namecheap september offer" you can find a code that would drop the price a dollar or 2.
Again with hosting there are numerous companies that offer hosting for USD 50.

Put the email on a Standard (free) Google Apps account instead of using the domain host to store your emails is what I would suggest.
How do you pay: well you would pay the companies directly. There is another thread running that shows which VISA electron (our normally ATM cards not credit cards) that can be used to make these payments. No need to deal with the middle men. However, if you do want someone to make the payment for you you can try Afripay.com based on Chaka Road in Hurlingham although they charge some hefty fees (add around 10%-20% to your order)
There is no 'offer' here just highlighting some options. This is what is avaliable out there for us to utilise. The examples I have posted above are but a drop in the ocean of domain registratrion and hosting.
Of course there are other examples / other ways of doing things. YMMV, do not test on pets etc etc
