Well that is the concept behind ethical hacking (which was clearly the genesis to this thread). Skilled cyber-security professionals as a must *have* to be very profficient with all the tools, techniques and tactics that are used by "cyber-baddies" to compromise information systems.

I didn't know it's wrong to hack! That is why we talk about online security. It's wrong to steal, but ethical hacking is quite legit, which is what I believe the recruitment is about. However, if they want to exploit some zero day hole in M-Pesa, why not? Is it their fault that someone did not secure their app? If they can siphon off the money, it only teaches a lesson, but there is this thing called insurance so don't worry if they run down M-Pesa to zero money!

It depends on what these people are being recruited to do, doesn't it?
It could range from working in the "security industry" to things more sinister.
Just for discussion's sake, if these guys are recruiting to exploit some unknown zero-day hole in MPESA (again, just as a random example of something that affects many people) does the recruitment constitute criminal activity, in your view Washington?
