The advantages of standard plates are -> That once you segment an image, it's easy to tell which regions are plate candidates. Why? -> Aspect ratio i.e Length/Width is constant or from a limited set of constants -> Plates are very reflective to IR cameras making high contrast imaging possible
Since this is the hardest and most compute intesive step in the entire process, it makes for cheaper NPR systems. I think this was a valid point 5-10 years ago and not a blocker anymore.
These issues can be worked around (in fact, i've seen papers about plate recognition on non-standard plates in India and Pakistan; if memory serves me right).

That's a brute force approach and it's accuracy sucks. Machine learning (Supervised learning like SVM) would probably boost accuracy to >90 % accuracy; Lot's of handwaving to get that number.

In the UK they take pics of the driver AND the number plate at the time of committing the crime.
