Here is a solution that worked for me at safaricom , although you will need a sales guy who knows whats what , you will need a private APN where each simcard will get a static ip , the request a public IP and ask that this public IP be NATted to the simcard you want .
My setup was different in that , i had the APN and a server with a public IP , but the server was hosted at safaricom and needed to be visible to the APN despite it not being connected to the internet/APN via simcard , so what they did was a NAT to one of the APN IPs to the server , hence APN service IP was the same as Public IP service.
