I don't think its possible for ISP to block tethering. But sometimes
back, I tried to share my internet using orange and when I put the
orange simcard in my iphone, the internet tethering settings became
disabled and I couldnt úse the iphone internet on my computer since
the tethering settings are required for it to work. I thought it was a
problem with the phone but it did the same for all orange sim cards,
but the options became enabled when I used an airtel or safcom or YU
sim card.
