I was involved in payroll software dev for some time (note: not offering to be on team just changiaring kidogo;-) One finds that all *international* always need extensive localisation to cater for local market. They included tax brackets, taxable benefits, allowances, loans, cooperative(sacco), statutory deductions.. etc among a host of parameters a number of which changed at each year's budget. Used to include bank export (e.g.'sfi') files for banks to accept/ auto process direct into staff accounts. Payroll softwares also needed KRA certification/approval and was mandatory to cite the approval -P9s, P10 and P11..etc. Otherwise various packages 'just did their own things', for example, <http://www.ratio-magazine.com/20080907151/Kenya/Kenya-Revenue-Authority-and-Citibank-to-Settle-Out-of-Court-in-Tax-Dispute.html> In short, you can never go wrong, let me re-phrase that, you have a BIG market ahead if you develop one FOSS-based.
