It also prohibits shooting a car-jacking victim even after they've identified themselves, can't run away (read have already been made to lie down on the ground), but they did so anyway to my cousin last December. And they didn't just shoot him once, they did so four times at point blank range while he was on the ground next to his car, and killed him.
