I had raised the same question here about 2 months back when a colleague's screen smashed. You may not find someone locally because the HTC One is notoriously tough to fix, see the index here: http://www.ifixit.com/smartphone_repairability

Your best bet would be to send it to a repair shop out of the country in europe, middle east, US, with someone who is heading there. No need shipping it because the cost of shipping + repairs = price of a new one.
