Its most likely that the LED bulbs are "fake and cannot be used, might blind a motorist and cause an accident"......
What would be more interesting is to know the COST of purchase of that bulb that was replaced. And your rational questioning could be seen as "creating unemployment and negative to service delivery"...... while at 5pm onwards and out come the "chaos creators", the lights matter no more even if they were removed from the national stadiums and connected to a 3 phase grid, hot enough to roast a kuku within a few minutes.
