From what I gathered when I attended the event Murigi and Co. has organized @ the Jacaranda, ALL government IT projects must go through the Kenya ICT Board, including websites. They source for vendors, monitor progress and implementation. In other words, KICTB is the IT department of the entire department. And this is not just on paper, all IT related monies from Treasury go to KICTB first then get allocated to various projects.
