The Go ogle keyword in this case is "hosted Mailman". Perhaps "hosted Ecartis", "Hosted Majordomo", "hosted mailing list". If you strictly need a Mailman based list, then stick to option 1 and you get sites like - http://www.mailmanlist.net/ (I am not in any way affiliated with or vouching for them).
