You getting any meesage "cant write to phonebook ..." or you simply cant connect. It could be your AV. If so disable and reenable after connection

Ideally when u plug in the modem,it should first register to the network and from there it should allow you to connect.
You might also want to check the settings that you have incase you tampered with them
