I don't think the issue of using the system as a directory inquiry should arise. The value and benefits of not having to send you money to the wrong person far more outweighs any concerns of abusing the system to do directory inquiry.
If I am determined to do the directory inquiry, I will still do it. Call the person and ask them their name, or just send them a small amount as KES 50 by mPesa and you will still get to know their name.
They could even develop an intelligent system that when you try and cancel the transaction twice or thrice, it charges you a fine of KES 50, and send you a chilling message, 'Wacha mchezo kaka/dada. ' They have the gender in this database of mPesa users.
