I think the government's approach to this issue ( the registration of the identity of mobile phone subscribers) is all wrong because it is reactionary, though its a good thing that something is being done about it. registration of subscribers is all about capturing personal information. And considering that the collection, use and management of personal information is one of the most vexing legal issues in the information age, it should not be the stuff of presidential or ministerial directives. What we need is very clear law governing the collection and use of personal information. We failed to take advantage of the opportunity to include such a law in the communications law that came into force on 2nd Jan this year and now we want to patch it up with a presidential directive - even the legal basis for such a directive is very questionable. without denying that there is need to identify the subscribers of mobile phones in order to deter phone-aided crime, there is an even more compelling need for a clear legal framework for the collection, use of and management of personal information.
