download WINUBCD , create a bartpe environment and use it to scan disk , also check BIOS (is this a new server?) , i am not sure if ti uses a startup disk but i would look for one in the HP website am sure that is the cause.

But start with the startup disk .... usually the main cause of such behavior since windows does not have all preloaded drivers and etc , so the startup disk sets up the server for installation.
