@Areba, whether enough or no rainfall at all, the power system has always been what it is. Look at the disadvantage to those who may "suffer" if we had an efficient and operational system in place. Do you think things will ever change?  Fact is they can do it, make a system that works for the country over years of proper planning and distribution but to do that would be asking for something outside the norm and unthinkable. Is it possible that there are people in those sectors who know what to do? Maybe in utopia...... hehehe!
