This is true, I think the most important thing is to hook up the internship. You may end up actually impressing the employer and they wish to take you on. Then you bargain for better pay since you have an upper hand.  It will even save you the trouble of hunting for jobs with no experience. 
I think the main focus always should be the opportunity. Pay should be second place.
