You have raised the logging level for the SMTP service and that also produced no clues? In Unix parlance, we call it debugging. I think coders too call it that.
You must show us some of the debug information to enable us make informed guesses. Maybe it's not Exchange-specific, but a general problem locally or upstream.

PS: I just understand one or two things about mail servers, not specifically Exchange.
