Some things are important in achieving this strategy on top of what Joe proposes/
Much greater government and private sector digitization and automation will create demand for cloud. Many small businesses require the benefits of automation but cannot justify the costs of management of that automation. Providers of cloud based business applications for small businesses can do well here. Small farmers, retail outlets, in the rural areas can purchase professional packaged payroll, tax management, HR solutions on a monthly or per use basis rather than deploy systems. These can be bundled by connectivity providers, entrepreneurs who can provide flexible ways to bill.
If we can do for hosted applications what we have achieved for money transfers, the country can develop competencies around this and even export this to the region.
Cloud storage will be a global business. Multinationals cannot deploy servers in every single geography in which they operate. And many of them are consolidating to areas where they get great value in terms of cost and service support. Kenya's connectivity and skill base works well for us. The cost of power is still an issue.
Government data storage and management will always be an important driver of any cloud strategy, simply because of size and national strategic significance.

Cloud Computing) should deal with the following:
1. Data Protection & Privacy Laws / Standards
2. Enabling Environment
- Physical Infrastructure like roads, water etc
- Streamlined and corruption free judicial & police systems
- Simplified licensing & Tax regime (Double Tax Treaties with cloud
node countries)
- Tax incentives for server farms that want to set-up in marginal areas
(Income tax rebates, VAT/Withholding tax exemptions)
- Tax incentives for renewable power development & favourable pricing
for resale to the national grid.
- Guaranteed business from Govt should the firms set up for atleast 5

4. No meddling beyond this. We'll create the jobs and pay the taxes.
Keep politics out of the sector. We can always move ...
