Guys ... ours is a democracy/ democrazy that ... eeerrr .... does not work most of the time... Here in Rwanda is a dictatorship that works if Kagame says digital its digital and then every one follows... I like it this way they also have digital villages and all the networks here are rolling out 3G .. as a govt policy ... and they are also establishing a free market zone .. which if they do before our democracy does then as Kenya we will have lost alot to the rwandans .... its a race... they have a vision 2020... ours is 2030 ... 2009/8/29 Kipkemoi <kip@kipkemoi.com>
No idea about that.
What I was suggesting is that even if a Technical person pushed for the implementation of the Digital Earlier - there may be someone in finance (or even a first line Manager in Tech) Who said "Dude it is not broken!".
So this may be the reason why it was not adopted. Now if there was a lower uptake of TVs and I wanted to start a TV station now most likely I would go with digital TV.
I am just trying to offer an explanation or Why it may be - rather than justification or why it should be.

I think there is also the issue of install base. If more population have
analogue TVs and the broadcasters are making money selling Advertisemtnts and then they go the boss and ask for money to set up digital transmission --- it is a hard sell.

Inspite of having more broadcasting professionals, a larger market and more broadcasters Kenya's lagging behind as Rwanda goes DTT.

Rwanda to have digital broadcasting by next year BY GERTRUDE MAJYAMBERE
Rwanda will fully start digital broadcasting by March next year, five years earlier than the International Telecommunication Union (ITU) deadline for all countries to adopt the terrestrial digital broadcasting.
This means that Office Rwandais d’Information - Orinfor, a state owned information agency will have the capacity to host eight different channels.
The agency’s officials say that preparations are in high gear with the construction of Television and FM radio towers countrywide.
Innocent Nkurunziza, Head of Technical Department at Orinfor said they signed a contract with HARRIS, an American company to manufacture, supply, deliver, install and train staff about digital transmitters.
He said that according to the contract between the two parties, transmitters will be manufactured next week and after 90 days the equipment will be ready for shipment.
With Digital Video Broadcasting Terrestrial (DVBT) digital broadcasting, top quality images and sound is telecast whereas analogue signals are subject to fade and interference.
The trial for digital broadcast in Rwanda started in 2005 with different channels including CNN, TV5 and Rwanda Television.
For some one to receive a digital signal, a set top box will be needed to convert digital signal to analogue to be watched on TV or posses a digital TV. According to Nkurunziza, a set top box costs about $100.
“When we go digital broadcasting apart from quality images and sound, editing will be much easier, faster and safer compared to analogue,” Nkurunziza said.

Kipkemoi,
I stand to be corrected, I am no expert in the mentioned field, but what I have read from the previous threads here is that 1. KBC through funding from yours truly the "tax payer" will have the digital transmission base. 2. The initial phase is that KBC is supposed to go digital first 3. The other stations then will subscribe to be transmitted through KBC
Please correct me where I am wrong, still an individual trying to understand.
