The engine capacity, just like Wash mentioned, cannot tell you much about the exact consumption, but it says how much litres of petrol/diesel + air mixtur,e that the engine consumes during a full cycle. You can have a 2.5L engine which produces 150bhp and a 1.8L which produces 200bhp and the 1.8L will consume more fuel than the 2.5L

I think I need to refer again to some notes as I am a bit rusty with this stuff but I believe 2.5l represents the total capacity of the air+fuel mixture used by the engine (here I mean the total number of cylinders in the piston engine) during a single full combustion cycle - when air is inducted into the cylinders, mixed with fuel and burnt to produce the power to drive the wheels. Forget the gory details of this unless you want to be an engine specialist.
