You mean a "router"? They are already available. Google will show you, but the costs are not what some of us would like to consider...so...
I think innovation is not limited, or is it? Otherwise. the equipment is yours as long you claim ownership. How many of us, for instance, use our custom made screensavers on our comps? Does it constitute to crime?
.....I think the 3G router that Safaricom sells is not SIM-locked, or so the archives of this list says:). You can just change SIM cards and select the relevant profile.
