You can change the mirror server by editing your software repositories configuration file (/etc/apt/sources.list). You could try one of the other country mirrors (e.g. gb.archive.ubuntu.com), or any of these: <https://launchpad.net/ubuntu/+archivemirrors>. Joseph.
