Blanket WiFi coverage may not translate into a useable connection.It makes more sense to position access points close to users because of transmit power limitations of consumer devices like smartphones and laptops.Next is the economics.City WiFi can succeed if you forget about the 'blanket' and target viable 'hotspots':1. Large public venues: malls, parks, schools, etc2. Restaurants3. Public transport4.
