Well, the thing with supporting CDMA and going GSM is that it is like you are running 2 networks. It is costly and makes no sense, they need to just stop supporting CDMA all together. Just wake up one day and dismantle the infrastructure. I am not aware of any other country running a similar system. This may have been OK when they were  a state monopoly funded by the Government, but they just need to change now and stop complaining about other players.

They need to improve their service levels, and they can't do that with all their resources tied to maintaining 2 separate networks. And an expensive terrestrial network, which they have failed to utilize to capture the growing data market.
