Not necessarily, You can get phones with a SIM card in the US. I have two phones, one is even AT&T branded.
They both use SIM cards which am able to use when am in Kenya and when am back in the US. The phones
without SIM cards are much cheaper and so thy are more popular. But if you travel in and out of the
country once in a while you can go for unlocked phone options.
I have attached a pic showing the branding on the phone and the SIM cards. The phones you see are not locked to the
AT&T network
