Hi,
The term "busy" may be somewhat ambiguous. 100 people might be
exclusively busy on email all day and barely use even 10% of
available bandwidth. :-)
Consideration perhaps should be based on light, medium to heavy
users, and/or services.
Heavy traffic services for instance VPNs, Off site Data Replication,
Teleconferencing etc may require majority of the bandwidth.
Also, is it 1 MB/s or 1 Mb/s?
A better understanding of general use may go a long way in making
that decision.
Ultimately, good "Quality of Service" configuration at router level
may greatly increase number of users per available 1 unit of
bandwith.
