There are some restrictions based on the country of origin and the wireless service provider, all this can be circumvented by using/installing market enabler on your android phone, set the network as Verizon or T-Mobile and install any application that exists.. including Skype.

The error is mostly related to a mismatch between the versions of the os and the application. At the moment I don't see any motivation for Skype to officially support android 2.2,especially since it competes with Google voice. It would be interesting to see whether Microsoft Skype division will provide support.

I have two Android phones and both install options are disabled on market.android.com, whereas on a Nokia I installed some months back and it works smoothly. WTH!!
Is this a restriction from Google, Skype or some unknown third party?
