2. Your boss can show in his/her budget that he/she spent money on staff training/development

But like someone mentioned here, the greatest motivation to learning is yourself, everything else is icing on the cake.

I guess many of the developers on this platform will confess that what they got in Class/seminar/workshop was just a spark that ignited the engine that took them on the never ending trajectory of self study.  It's true you can also learn  a lot from face to face interaction with like minded peers especially at events oraginised by innovation spaces like @iLabAfrica , m:lab ,  *iHub  et cetera but the biggest chunk of what you need to be productive comes from those long hours of unrelenting self study.
