Looks very similar to MTN Zone, launched in Uganda about a year ago. Huge success for MTN when so many mobile users decided to switch to MTN or they bought an extra SIM for all the MTN to MTN calls. Just after a few weeks, they decided to turn the promotional offer into a permanent one. The same will probably happen in Kenya. See http://www.mtn.co.ug/News-Room/Current-News/MTNZone-Calls-to-cost-1-=.aspx for background.
