I think it depends, some people are faster others are not as fast. I am made to understand that there is a project related to T.V white spaces that should deal with that. Microsoft had a thing or two to do with that. I do not really know .......

Linux seems to have a lot. The kid has been using Windows and Qimo SxS so I believe it will not quite pose a challenge to her.
Since the computer dual boots Windows/Linux (Linux is Default on Grub menu) I believe I just have to understand how much she understands and explain the difference to her. She can then choose what she'd like to do based on what is available in which OS and what her mind tells her. Mine is just to supervise.

Unfortunately, I did not try that and will not try because I've wiped out Edubuntu and installed Ubuntu proper to see how it behaves. And with Ubuntu, the network is running at install and after. So maybe Edubuntu has that restriction. For me, I prefer to enforce that restriction myself so I will let the kid use Ubuntu. I just have to install the ubuntu-edu-* packages needed.
