@Solomon
My(layman) reasoning : Tv stations produce the content and give it to the distributors(DSTV,Zuku,PANG,Signet,etc). The distributors then 'convert' it into any format that they need to distribute it on the digital platform(or any other). In this case there was no 'digital' or 'analogue' content, so to speak, just content being transmitted on digital or analogue platforms.
My colleagues' reasoning : The TV stations had their content in 'digital' and 'analogue' formats, and they started generating the 'digital' content around 2007 and that is why they were able to broadcast on the DSTV platform. My colleagues also argue KTN specifically had both analogue and digital content which they were giving to DSTV,Zuku,StarTimes,etc for onward transmission. In addition, when the Government switched off their analogue transmission, the three TV stations stopped giving their 'digital' content to the distributors for onward digital distribution.
We argued for about 30 minutes and never got to agree, instead we opted for everyone to remain with their own version of the story! :)
