On this regard, it is more prudent to focus on business goals and visions rather than individual users. The users can only help you to define and justify in terms of processes and usability of how to implement the pre-selected set of systems proposed by the ICT department who have clear understanding of where the business is and where it should be in long term with alignment of the business transformation and strategy as a whole.
