If I were the webmaster, I'd have the web server running on an SSD storage, with not less than 8GB RAM, on an ordinary workstation with Core 2 Quad CPU. With a properly tuned MySQL DB and Apache, that can handle this without a problem. And I think it's pretty easy to let the server sit on a 5Mbps symmetric bandwidth in the current age. Now, if one SMS costs, say 10-bob (they could make it 50-bob) and KNEC could easily raise KES 8m (or 40m) from this event alone. The webserver and the bandwidth for 1 year would not even cost 1m!!!!!!!!!
