I think the essence of the mailing list is to integrate the community. There is need to have separate communities since they address local issues that might not elicit interest from other counties however people can be encouraged to be on various mailing lists and cross post when there is need to.

It is constructive in so many ways, as it allows techies to define a "regional" more than local agenda.
