Your friend is already being picky, he's sure going to have it rough then. There is no real formula, it just takes a bit of wits, luck and thinking outside the box. If the worst comes to worst, some of these menial jobs can get him into the right doors where he will be in a better position to surprise the suits on his IT skills. I have learned from experience never to despise those menial jobs.
But one thing he can get used to is craigslist
http://www.craigslist.org/about/sites/ good for getting local jobs (be careful of scams). I personally have found quite a handful of side jobs there.

HI Guys,
Hope you've all been keeping well and counting well.
A friend is relocating to Ontario, Canada and is looking for job opportunities related to IT, as he buys time there (1year) for his own major plans.
He plans on taking a professional course here in Nairobi - like A + N+ etc during the next 2 months before departure.
The certificates will then serve as formal papers albeit the fact that he isn't a novice in IT. Just that he's in a different career line and wouldn't like to do dishes, loans or wait on tables.. :-)
So, the question is: What short course can land him a basic IT job out there in the West?
I'm sure those who have worked in similar regions can share their experiences..
Ideas would help.
