With RapidSMS you can use the pygsm backend which can use a modem/phone to send sms, it works both for windows and linux(python, django). With kannel you could have linux box/vm that has linux(ubuntu) and your code can sit comfortably in windows, all you need is the url to kannel installation. depends also what language you are comfortable coding in or if you want to experiment with a new language.<br>
