[Skunkworks] Safaricom Unlimited Download Speeds throttled to 10kbs

Can someone confirm this. After the first 500MBs the speed dropped from 60KB/S to 10 KB/S and has not gone back to normal since then. Now I cant even do anything with that such a slow connection
