Locally Assembled, like the "Nyayo Pioneer", you mean? Discussions elsewhere suggest that some Kenyan folks did "reverse engineer" some STB technology and intend to produce them locally. Do you really want to wait till that is formalized? Early adopters always have to pay a fortune.
