1. Joomla version 1.5
2. Community Builder version 1.2

Other components can be installed on CB but some have issues
I am working with Windows
I havent tried installing and uninstalling, is it really necessary?

Yes Joomla 1.0 had the same issue but with different components so I installed 1.5 and new components compatible with the new version, some of which are giving me these problems

1: What server environment is the joomla installed on? (windows, linux?...)
2: In the install directory, is the folder /tmp , and
/administrator/cache writeable?
3: If you tried installing a component, check the /components and
/administrator/components to see if the previous attempt created the
folders, delete them (the com_component you want to install).
4: Which version of joomla do you have installed?
5: Which version of community builder?

6: Assuming youve backed up your stuff, does uninstalling community
builder and reinstalling it work?
7: if 6 is true, does uninstalling community builder and installing
another component work?
8: if 6 and 7 are both false, does a different version of joomla under
the same conditions have the same problem?
9: if 8 is true, maybe there is a problem with the configuration.php
-> which you can post so that we check it out.

10: if 8 is false, then maybe you have issues with the hosting
environment. What you should maybe begin with is check if there is a
version of joomla , community builder that works./

Cheers.

If you have an apple and I have an apple and we exchange these apples
then you and I will still each have one apple. But if you have an idea
and I have an idea and we exchange these ideas, then each of us will
have two ideas.
