Hmm.. can neither "send nor receive" - I'd love to see a snippet of the postfix log file.
I find it odd that it cannot receive, and I may attribute that to the domain having expired. Please note that it normally requires 48 to 72 hours for the information to propagate again fully after the renewal, if you did let it expire as it appears is the case.

The Domain Was renewed 2 days after it expired, that is more that Seven days as of today.

Service provider says its an issue with the server settings, but nothing has changed in the server.

Rumours? You really need not rely on what the service provider says when you have the logs files right in front of your nose:-)
You can easily login to the server and simulate an SMTP session to some destination address after looking up the MX records for the domain.

issue 2:
Organization had a public ip A it was blacklisted, changed to B which has been in use all this time. when the server is set to B it cannot ping outside (out of local LAN). and it cannot be accessed. if u send mail u get the error "Host or domain name not found. Name service error for name=smtp.isp.com type=MX: Host not found, try again" if i set it to use A it delivers mail but cant Receive, it can ping outside and can also be accessed. Please let me know your Views.

When you change an IP, you must reflect the same change in the DNS records for the domain, and that is done by the DNS manager for the domain - mostly the guys who are reponsible for the MX records, to be specific.
