I could be over simplifying it but imagine going through all(selling and all)  that instead of listening to customers and acting quickly. :-)

The current Nokia tablet is made and owned by a Chinese company, which license the Nokia trademark and other patents from Nokia. Same way Alcatel OneTouch is made by a Chinese company and not by AlcatelLucent. 

Microsoft has exclusive rights for the Nokia trademark for 2 years on phone according to some sections of the Internet, it will be interesting if we see a competing device using the same trademark for the same period. And if we do, it will be some Chinese Original Device Manufacturer using the Nokia trademark. 

Why license the name? cause Nokia has an established reputation. It's easier to convince Chiteri to buy a "Nokia" tablet rather than the exact same tablet using the trade name "Li Juan".
