well we have a saying when applying for jobs:
"whatever am asked If I can do I will answer to the affirmative; I can always read about it overnight just for the interview".

So in short they will say they know and have passing knowledge but good enough knowledge I doubt it

I agree. A good designer who's also a good programmer is hard to find. The two fields require focus if you're to be very good in either. However, you can get a good designer with passable programming skills or a good developer with passable design skills.

Just read your query. ( Corrections are welcome )
The skillsets that your HR people have listed will be rare in one person as the requirements point to about 3 different talents/skillsets.
 
Breakdown of skillsets :
 
- Web Programmer = php,mqsl with Database experience = correct
 
- Graphics/Picture Animations = graphics artist = correct
 
- Moodle- e-learning platform  = specific CMS = experience skillset needed to cater for bugs, customizing, security and implementations of the CMS system.
 
 
A graphics artist cannot be a programmer nor vendor specific individual to the level expected from that skillset. A web programmer cannot be a graphics artist to the skill level expected. It may become a case of trial and error or dvd libraries being used to complete the work. I cannot imagine asking a graphics person to run an sql command to correct corrupt tables...
 
If I were your organization, I'd get the skillsets anaylsed for the project. Then get the correct individuals with those talents to successfully do project implementation. It will be a breeze.
