1: when i divert my safcom line to another network, my safcom airtime gets deducted EVERY TIME i receive a diverted call (on the other line)
2: when my safcom line HAS NO AIRTIME, and is diverted to another line, safcom declares me MTEJA

Not weird... They have been doing this for a while... You are billed for the destination network, so let's say you are diverting to Zain, you will be billed 14 bob per min... If you have no airtime, obviously you cannot divert :).
