I have used both and quite frankly for the everyday end user there is not much to set them apart.
For the admin though in outlook.com once you setup your user accounts you must go in and configure your fall back security questions, alternate email address etc because from the admin portal you can only either delete or disable the account. I'm guessing the change password option is available on the paid one but I could be wrong.

Mostly security, no need for updates, built -in document collaboration without the need for Word, etc..., and very good spam filters.
But if you can't afford 100k, it doesn't matter anyway, just go for a free service and skip Google Apps.
