depending on your configuration then yes an E1 (the E1 really just guarantees the bandwidth). ie you can run VOIP over the E1. but and I suspect this is what you mean; traditional pbx's used circuit switching. it guaranteed the conditions for a call. However your upstream provider could very well be using some VoIP technology.
