[Skunkworks] E-Commerce in Kenya

Hello Skunks, A question here. If I am running an online business in Kenya say a kenyan facebook or a site that collects user information, are there laws that govern what I can do with the user information? Can I be held liable if for example users on my portal/platform use it to mobilise each other to cause damage to property or defame someone? What is the best ownership structure for such a business from a legal point of view? Thanks.
